Ben Goggins, a resident of the current historic district, reassures that the proposal won't restrict property owners' rights to change paint colors or make external modifications. Mayor Brian West acknowledges the complexity of the issue, stating that while some homes in the area may not have historic value, the goal is to preserve those that do. The Tybee Island City Council will hold the first reading of the ordinance during Thursday's city council meeting.
